The Second East Asia Low Carbon Growth Partnership Dialogue was held in Tokyo, Japan on May 18, 2013. Ministers and officials from the 18 countries of the East Asia Summit (EAS) and, as observers, representatives of the ADB, ESCAP, OECD, UNDP, UNEP, UNIDO, the World Bank, JICA and JBIC attended the Dialogue.

The Dialogue was co-chaired by H.E. Mr. Fumio Kishida, Minister for Foreign Affairs of Japan, and H.E. Dr. Mok Mareth, Senior Minister, Minister of Environment of the Kingdom of Cambodia.

The participants reaffirmed the importance and the need to achieve low carbon growth in the EAS region, the center of gravity of the world economy, where impact of climate change is likely to be felt most severe because of the resource and the infrastructure constraints.

The participating countries and institutions have taken various actions to achieve low carbon growth in EAS area based on the following three elements for cooperation identified at the last year's Dialogue: i) the development and implementation of low carbon growth strategy in each country, ii) the importance of technology, market and non-market mechanism, and iii) the effective networks among the various stakeholders. Participants highly valued ambitious and comprehensive national strategies established and implemented by the EAS countries, which cover wide range of sectors essential for climate change such as water, food security, energy, transportation, REDD+ and disaster prevention.

The participants shared the view that it is indispensable to develop effective collaboration and cooperation between the central governments, local governments and, especially private sector which has useful and effective technologies. They discussed concrete measures on promotion of public-private partnership as well as enhanced use of these technologies.

Recognizing the need for developed countries to take the lead in technological innovation, the participants shared the view that the transfer of appropriate technologies is effective especially in the areas with high potential for emission reduction. They had fruitful discussions on the roles of various actors such as public and private sectors, research institutes, academia and civil society, as well as effective tools and policy measures to promote technology transfer, in sharing information and experiences on their good practices.

The participants noted that various approaches including market mechanism will have huge potential and play a key role in promoting technology transfer and achieving low-carbon growth in the EAS region. They shared information on innovative and concrete actions taken by participating countries. They shared the view that it is indispensable to mobilize all potentially beneficial tools for not only the enhanced use of technologies of private sector but also their diffusion and transfer.

The participants welcomed the establishment of "East Asia Knowledge Platform for Low Carbon Growth". They shared the view that it is important to develop the Platform as an open, multi-layered, flexible network in which various stakeholders share their knowledge, information and experience related to low carbon growth, promote strategic research cooperation and provide inputs into the policy-making process.

The participants noted that all the knowledge and the experiences shared in the Dialogue will be a significant milestone of worldwide efforts on low carbon growth as well as climate change.

The participants reiterated the importance of promoting effective low carbon technologies, attracting investment as well as improving business-friendly environment on the basis of enhanced public-private partnership in the EAS region. They welcomed a proposal from Japan to hold a high-level forum next year with increased participation of private sectors.
