[Title] JOINT STATEMENT ON STRENGTHENING THE STRATEGIC PARTNERSHIP BETWEEN JAPAN AND THE REPUBLIC OF PERU
The Government of Japan and the Government of the Republic of Peru:
Recognizing that both countries have more than 150 years of diplomatic relations, being the Republic of Peru the first country in Latin America to establish diplomatic relations with Japan, since 1873,
Emphasizing that Japan and the Republic of Peru recognize each other as Strategic Partners since 2016, based on shared principles and values such as democracy, respect for the rule of law, freedom, and human rights,
Considering their converging economic interests, as well as their cooperation in the Asia Pacific Economic Cooperation (APEC) forum and being members of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), which foster bilateral economic relations,
Highlighting the economic complementarity between both countries and the solid bilateral legal framework, which includes the Economic Partnership Agreement, in force since 2012, and the Agreement to Avoid Double Taxation and to Prevent Tax Evasion and Avoidance, in force since 2021,
Reaffirming the importance of cooperation to build and strengthen resilient and reliable supply chains for critical goods including critical minerals, based on the principles of transparency, diversification, security, sustainability, and trustworthiness and reliability,
Reaffirming our shared commitment to upholding the rules-based trading system, with the WTO at its core,
Highlighting that the Republic of Peru has the third largest Nikkei community in the world with more than 200,000 people and that Peruvian community is the largest Spanish speaking community in Japan with more than 50,000 people, which have been a bridge of friendship between the two countries,
Noting that economic, commercial, cultural and social exchange and cooperation have been strengthened in the recent years, as a consequence of the dialogue and joint work of both countries,
Recognizing that both countries consider that protection and promotion of human dignity are the basis for sustainable and inclusive development,
Reaffirming that Japan and the Republic of Peru are international partners in maintaining and strengthening the free and open international order based on the rule of law, strengthening multilateralism, protecting democratic principles and upholding international law, and promoting peaceful settlement of disputes, as the world is facing multiple interconnected crises, and reiterating opposition to any unilateral attempt to change the status quo by force or coercion anywhere in the world,
Reaffirming the importance of maintaining international peace and security in accordance with the principles and purposes of the UN Charter, including respect for the sovereignty and territorial integrity of states and the prohibition of the use of force,
Stressing, in this context, the need to achieve a comprehensive, just and lasting peace in Ukraine as soon as possible,
Expressing serious concern over the humanitarian situation in the Gaza Strip and calling for an immediate ceasefire, the release of hostages, a conducive environment for humanitarian assistance activities is ensured in a sustainable manner, and the strict adherence to international law including international humanitarian law,
Reaffirming the importance of maintaining peace, stability, security, and freedom of navigation and overflight, in accordance with international law; emphasizing the significance of peaceful resolution of maritime disputes, in accordance with universally recognized principles of international law, reflected in the United Nations Convention on the Law of the Sea; and highlighting the need for close cooperation to ensure stability and prosperity in the Asia-Pacific region, considering that both countries are coastal states of the Pacific Ocean,
Have decided to further deepen and dynamize the bilateral Strategic Partnership with a shared long-term vision, adopting a Road Map (2024-2033) with five prioritized pillars of the relationship, in which both countries commit to:
i. Political - Diplomatic Pillar: Strengthen political dialogue and increase high-level visits to address common challenges based on both countries’ recognition on the importance of promoting linkages at all levels of government.
ii. Economic Pillar: Broaden and deepen trade, tourism, and investment relations between both countries, based on the complementarities of the two economies, in order to promote their sustainable development in the mining, agro-industrial, fishing, infrastructure and renewable energy sectors, as well as the strengthening of their economies in global value chains.
iii. Bilateral Cooperation Pillar: Strengthen cooperation in areas in which both countries are already working together, extend cooperation to new fields of mutual interest, such as gender equality, science and technology, climate change, environmental preservation, research on Antarctic issues, aerospace development, disaster risk prevention, among others and develop triangular cooperation projects that contribute to the fulfilment of the Sustainable Development Goals.
iv. Social and People-to-People Relations Pillar: Strengthen ties between the populations of both countries through cultural, social, academic and sports exchanges, as well as promote the exchange of people and development of capacities of citizens, in order to seek solutions to the challenges faced by both countries.
v. Defense and Security Pillar: Promote bilateral defense cooperation and exchanges in areas of mutual interests based on the memorandum on defense cooperation and exchanges between both countries.
In order to implement the aforementioned prioritized pillars, a Road Map is attached as part of this Joint Statement, which includes projects and commitments to be developed for each pillar.
The follow-up of the implementation of the Road Map will be conducted by a Working Group to be established by the Ministry of Foreign Affairs of both countries.
Adopted in the city of Lima, on November 17th, 2024, on the occasion of the official visit of His Excellency ISHIBA Shigeru, Prime Minister of Japan to the Republic of Peru upon invitation of Her Excellency Dina Ercilia Boluarte Zegarra, President of the Republic of Peru, in English, Spanish and Japanese languages, all texts having equal value. In case of any divergence of interpretation, the English version will prevail.
