I. POLITICAL-DIPLOMATIC PILLAR

1. Reinforce bilateral political dialogue at the highest level, with the holding of bilateral meetings between the heads of government of both countries and meetings at ministerial level, in order to strengthen, deepen and diversify the areas of joint work within the framework of the Strategic Partnership, including new areas of cooperation, in the light of emerging opportunities and challenges on a global scale.

2. Hold biennial meetings of the Japan-Peru Political Dialogue Mechanism, at the level of Vice Ministers of Foreign Affairs, to address the fundamental issues of the bilateral agenda and formulate lines of action to achieve joint objectives in the short and medium term. The venue of these meetings will alternate between both countries.

3. Encourage periodical exchanges between the Japan-Peru Parliamentary Friendship Leagues, in order to deepen high-level political dialogue and exchange experiences of good practices at the parliamentary level.

4. Commemorate the anniversaries of events of special relevance in the bilateral relationship, conducting joint activities to strengthen the ties between both countries.

5. Establish a working group responsible for monitoring this Road Map, which will convene annually to ensure the fulfilment of its commitments. This working group will consist of representatives from the Ministry of Foreign Affairs of both countries and their respective Embassies in Tokyo and Lima. The reports generated by this working group will be reviewed within the framework of the Political Dialogue Mechanism.

6. Promote dialogue among outstanding figures from various sectors of both countries to provide recommendations and action guidelines, with the aim of fostering a forward looking vision for the bilateral relationship.

II. ECONOMIC PILLAR

1. Promote bilateral trade to increase and diversify it by leveraging existing agreements more effectively as well as maintain and strengthen a free and fair, rules-based multilateral trading system with the WTO at its core. To this end, the organization of bilateral events, including trade missions, will be encouraged to identify business opportunities. Additionally,

relevant public entities will share best practices on export models and engage in exchanges of market research and business mentoring programs, among other initiatives.

2. Encourage dialogue on Food Security among the Ministry of Agriculture, Forestry and Fisheries of Japan and the Ministry of Agrarian Development and Irrigation, the Ministry of Production of Peru. The objective is to expand bilateral trade in agro-industrial and fishery products and contribute to the food supply in both countries. Likewise, cooperation in areas of mutual interest will be promoted, creating new opportunities for bilateral trade.

3. Nurture the exchange of information among relevant authorities of the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) and the National Agricultural Health Service of Peru (SENASA), the National Fishery Health Agency of Peru (SANIPES) with the aim of promoting constructive relations between both countries.

4. Enhancing inter-agency dialogue to prevent, deter and eliminate illegal, unreported and unregulated (IUU) fishing. Similarly, efforts will be taken to achieve the sustainable development of aquaculture, including the exploration of measures for the sustainable development of offshore cultivation. Furthermore, the exchange of experiences in fishing and aquaculture practices, as well as other topics of mutual interest, will be actively promoted.

5. Promote dialogue between the two sections of the Peru-Japan Business Council (CEPEJA), with the aim of foster cooperation in the areas of trade, investment, and technological and industrial development, as well as recommending lines of action to the public institutions concerned.

6. Promote mutual understanding through the exchange of opinions and information on the application of digital technologies for the improvement of private sector productivity and seek to develop innovative solutions to socio-economic and environmental challenges through governmental supports such as "Global South Future-Oriented Co-Creation Project".

7. Hold an annual meeting on investment opportunities and business environment on the mining and energy sectors, with special emphasis on opportunities related to critical minerals, organized by the Embassy of Peru in Japan to promote dialogue and information exchange among the public and private sectors of both countries. In addition, Japan Organization for Metals and Energy Security (JOGMEC) and the Ministry of Energy and Mines (MINEM) will jointly promote information exchange and technical cooperation (including consideration of remote sensing image analysis methods for monitoring the mine environment and joint research on the removal of impurities from copper ores) in order to strengthen the collaborative relationship between Japan and Peru in the area of the mining sector.

8. Develop capacity and knowledge in the field of renewable energies and energy transition, with special emphasis on initiatives with renewable and low carbon hydrogen and its derivatives.

9. Encourage annual dialogues and information exchanges on the promotion of private investment in infrastructure and public services, through the modality of Public Private Partnerships, Assets Projects, G2G and other schemes. Particularly, Investments will be promoted in the areas of sanitation, construction and reinforcement of schools, construction of industrial parks, transport and communications, health, tourism, agriculture, and irrigation, etc

10. Through the exchange of information and opinions, promote mutual understanding and foster business opportunities between government entities and key players in the startup ecosystem in both countries.

11. Strengthen bilateral cooperation in projects to support and promote start-ups, within the framework of the "Transformational Start Ups Business Acceleration for the SDGs Agenda (TSUBASA)" program of Japan or other similar initiatives in both countries.

12. Promote cooperation for small and medium-sized enterprises (SMEs) among Japan External Trade Organization (JETRO), the Ministry of Foreign Affairs of Peru and the Ministry of Foreign Trade and Tourism of Peru on sharing knowledge and experience related to organizing and managing promotional activities for business and sharing information on the international business matching tools and the business meetings operated by each side and working together to publicize them in order to promote their utilization, with the aim of facilitating individual business transactions of companies.

13. Encourage dialogue between relevant actors to facilitate the exchange of experiences and best practices aimed at enhancing productivity and business activities through the use of digital tools and innovative strategies for private sector, including small and medium enterprises and others.

14. Promote cooperation to increase the tourist flow and foster greater connectivity between both countries including the development of a framework between aeronautical authority of Japan and Peru. In addition, both countries will evaluate the possibility of initiating the negotiation of an Air Services Agreement.

15. Promote dialogue to foster the exchange of experiences and bilateral cooperation between public and private institutions within the tourism sector, aimed at enhancing the flow of tourists between both countries.

16. Encourage and strengthen the development of joint initiatives between the public and private sectors in gastronomy.

III. BILATERAL COOPERATION PILLAR

1. Review the outcome of the past bilateral cooperation by the relevant entities, with the objective of identifying and prioritizing areas of future action. The findings of this review should be reflected in a report to be submitted to the Working Group for the follow-up of the Road Map within one year to be followed by dialogues between the relevant entities of both countries.

2. Explore possibilities to develop Triangular Cooperation projects that strengthen the joint contribution of Japan and Peru to the achievement of the Sustainable Development Goals.

3. Work together to strengthen and accelerate the process of digital transformation of both countries, through projects for the development, modernisation, and reinforcement of their digital government systems.

4. Promote dialogue between the Ministry of Internal Affairs and Communications of Japan and the Ministry of Transport and Communications of Peru with the aim of deepening cooperation in the use of ICT and the development of joint projects in areas of common interest.

5. Facilitate the exchange of experiences and support actions for the modernization of public administration in Peru, with the goal of assisting Peru in meeting the criteria set by the Organisation for Economic Co-operation and Development (OECD) for its accession to the organization.

6. Establish a Sub Committee on Cooperation in Science and Technology in accordance with the Agreement between Japan and the Republic of Peru for an Economic Partnership, and initiate dialogue to enhance bilateral collaboration by promoting joint research projects involving universities and specialized institutions, facilitating the exchange of information on policies, practices, and regulations, and arranging visits and exchanges of experts to share best practices. The Sub Committee will meet alternately in Japan and Peru, at mutually consented times. In addition, both countries will evaluate the possibility of initiating the negotiation of a framework agreement for cooperation in science, technology and innovation between the governments of Japan and Peru.

7. Encourage dialogue between the Japan Aerospace Exploration Agency (JAXA) and the National Commission for Aerospace Research and Development of Peru (CONIDA), in order to increase mutual understanding and to exchange points of view on aerospace issues. Encourage both entities to discuss future cooperation activities in the exploration and use of outer space.

8. Strengthen cooperation and dialogue between both countries to promote the protection of the Amazon region in Peru.

9. Promote dialogue focused on technical cooperation and the exchange of experiences concerning issues related to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), climate change policies, and the design and implementation of programs for watershed recovery and soil contamination remediation, among other topics.

10. Promote dialogue and cooperation on geophysics to mitigate damage caused by disasters related to earthquakes, tsunamis and volcanic eruptions.

11. Encourage dialogue and cooperation between Japanese national research institutions and the National Institute for Agrarian Innovation of Peru (INIA) to strengthen resilience to the effects of climate change, forest loss and soil erosion, through digital technologies.

12. Encourage cooperation to strengthen cooperation in the management and conservation of marine resources. This cooperation will include knowledge transfer, joint research programs, academic exchanges, practical training, and the promotion of public-private consortia to catalyse innovation, technological development, and sustainability of marine ecosystems.

13. Implement the Antarctic Cooperation Plan, within the framework of the Memorandum of Cooperation on this matter signed between the National Institute of Polar Research of Japan and the Ministry of Foreign Affairs of Peru. Furthermore, both institutions will facilitate dialogue and the exchange of experiences related to Antarctic expeditions, including logistical and operational matters.

14. Promote dialogue among relevant entities in matters related to hazardous materials management, urban rescue operations, and fire management. The strengthening of capacities in emergency response, as well as joint participation in seminars and forums, will be promoted.

15. Foster regular dialogue between the authorities of both nations and strengthen cooperation in disaster risk prevention through comprehensive training programs, collaborative projects, and the transfer of technology. Promote cooperation for the exchange of aerial and satellite data to enhance the monitoring and management of emergencies and disasters. Additionally, promote training and collaborative research in disaster risk management and foster cooperation in post-disaster recovery and reconstruction efforts.

16. Promote dialogue between health authorities, specialized agencies, and research institutes related to the health sector to formulate biennial work plans that enhance bilateral cooperation in infrastructure, hospital management, equipment, and related areas.

17. Promote dialogue between labour authorities for the development of joint programs and projects to strengthen capacities in labour issues and the promotion of dignified and equitable employment.

18. Facilitate the exchange of experiences, expertise, and technical assistance regarding gender issues and the needs of vulnerable populations. This includes advancing women's participation in leadership and decision-making roles and strengthening the social, productive, and political involvement of older adults and people with disabilities.

19. Promote dialogue and cooperation between police institutions, to enhance cooperation in security matters.

20. Establish an annual dialogue between the Ministry of Land, Infrastructure, Transport, and Tourism of Japan and the Ministry of Housing, Construction, and Sanitation of Peru to collaborate on areas of mutual interest. These areas include quality standards in housing construction, urban planning and sustainable construction, as well as technology transfer to enhance sanitation systems, among other areas.

21. Facilitate an annual dialogue in the transport sector to exchange best practices, conduct joint training, build capacity, and develop joint projects. This includes areas such as rail transport, water transport, maritime passenger transport, road infrastructure safety, traffic management and road safety, and addressing connectivity gaps, among others.

IV. SOCIAL AND PEOPLE-TO-PEOPLE RELATIONS PILLAR

1. Cooperate in implementing the visa exemption measures for Peruvian nationals in possession of ordinary IC passports.

2. Cooperate to re-vitalise people-to-people exchanges including those in tourism, culture and art. In this regard, both countries will consider the possibilities of introducing the Working Holiday Program after the resumption of the Visa Waiver Measure for Peruvian nationals in possession of ordinary IC passports.

3. Promote dialogue and cooperation between the authorities of both countries to collaboratively address key challenges in consular affairs,

4. Promote cooperation on human resource development through training and exchange programs.

5. Promote dialogue between the Ministry of Education, Culture, Sports, Science and Technology of Japan and the Ministry of Education of Peru, to exchange experiences, explore study opportunities, and engage in capacity building, among other initiatives.

6. Support academic cooperation between universities in Japan and Peru by fostering closer ties, facilitating the signing of academic exchange instruments and scholarships. Additionally, promote strengthening ties between both sides' universities through cooperation, including events that will be held in Peru to disseminate information about the undergraduate and postgraduate study opportunities by Japanese universities.

7. Strengthen sports cooperation within the framework of the "Memorandum of Cooperation in the Field of Sports between the Japan Sports Agency and the Peruvian Sports Institute" signed in 2023 and promote the exchange of experiences for the celebration of major events such as the XX Pan American Games, to be held in Lima in 2027.

8. Promote dialogue among relevant cultural entities to facilitate the exchange of perspectives on cultural management, to encourage cultural exchanges and to share experiences in the field of public policies for the protection of intangible cultural heritage.

9. Promote the participation of representatives from communities that embody diverse cultural expressions in platforms dedicated to the promotion of cultural heritage in both countries. Additionally, encourage the exchange of knowledge, experiences, and best practices among practitioners of crafts, music, dance, and traditional cuisine.

V. DEFENSE AND SECURITY PILLAR

1. Promote bilateral defense cooperation and exchanges in areas of mutual interests based on the memorandum on defense cooperation and exchanges between both countries.

2. Facilitate visits between the defense entities of both countries including high-level in order to strengthen bilateral dialogue.

3. Promote dialogue among the defense entities of both countries to exchange information and experiences in areas of mutual interest.

4. Encourage reciprocal visits of delegations between both countries, as well as participation in training courses, seminars, and conferences organized or supported by the defense authorities of both countries.

5. Facilitate discussion on the establishment of a post of defense attaché at the Embassy of Japan in Peru at a time deemed opportune for Japan.

6. Encourage the strengthening of cooperation and improvement of interoperability between the Japan Maritime Self-Defense Force and the Peruvian Navy through joint exercises.

7. Encourage dialogue about joint projects that include capacity building and technology transfer in order to promote the development of defense industries in Japan and Peru.

8. Promote dialogue and cooperation focusing on the involvement of military personnel in peace operations, disaster relief including reduction and management, as well as the protection of women and children in these contexts with a gender perspective. Additionally, promote dialogue with public institutions and private organizations that support migrant women in vulnerable situations or victims of violence. These efforts will be conducted within the framework of the United Nations Women, Peace, and Security agenda.

9. Enhancing inter-agency dialogue focused on maritime affairs, the protection of the marine environment, underwater cultural heritage, and enhancing response capabilities in maritime search and rescue operations.
