Ukraine Mine Action Conference (UMAC) 2025:

Acceleration toward Reconstruction

in Tokyo, JAPAN

We, the Ministers, senior officials, and high-level representatives of governments, international organizations, and civil society, at the Ukraine Mine Action Conference (UMAC) 2025 in Tokyo on 22-23 October 2025,

Recognizing massive explosive ordnance (EO) contamination, large-scale human suffering, destruction and dire humanitarian consequences of the ongoing war of the Russian Federation against Ukraine.

Reiterating UN General Assembly resolutions A/ RES/ES-11/1 and A/RES/ES11/6.

Welcoming the significant progress in Ukraine mine action efforts, including the release of more than 37,000 km² of land and the mobilization of more than 120 certified operators,

Building upon the successes and lessons learnt from the 2023 International Donors' Conference on Humanitarian Demining in Ukraine in Zagreb, Croatia and UMAC2024 in Lausanne, Switzerland,

Reaffirming the importance of fostering Ukraine's self-sustaining mine action capacity, while simultaneously strengthening international support,

Underscoring the critical role of innovation, and robust partnership in enhancing the effectiveness and sustainability of mine action efforts in Ukraine and adopting successful strategies and leveraging the experience of partner countries and organizations including mine-affected countries for global governance, and

Recognizing the role of the Ukraine's National Mine Action Strategy until 2033 as the guiding document for Ukraine, the United Nations, international partners and mine action operators in Ukraine

Strive to accelerate our mine action on the basis of the following 3 enablers:

1. People

- Enhance capacity of and increase the number of qualified experts according to the priority areas set by the National Mine Action Strategy of Ukraine until 2033 and its Operational Plan until 2026, noting the need for national capacity building at the central, regional and local levels, in the both public and private sectors.

- Promote the inclusion of diverse social groups in mine action, such as women, youth, veterans and people with disabilities including mine victims, recognizing the importance of initiatives at the level of local community in a coordination with national authorities, which will lead to the participation of whole the Ukrainian nationals in the reconstruction process.

- Recognize the contribution of mine action to the reintegration of displaced people through dignity and access to livelihood.

- Provide comprehensive and holistic assistance to affected communities and mine victims, including risk education, medical care, psychosocial support, economic reintegration, and access to justice.

- Welcome further utilization of innovative technologies for medical care of mine victims, including but not limited to prosthetics orthotics and other assistive devices.

- Promote international cooperation in mine action through sharing of good practices and technological advancement and expertise, with particular attention to promoting collaboration between Ukraine and other mine affected countries.

2. Technology

- Welcome efforts to enhance the safety, speed, quality and cost-effectiveness of mine action through further improvements to existing technologies, as well as through the combination of various relevant technologies.

- Encourage investment in research and development of, and adoption of innovative demining technologies, such as Artificial Intelligence (AI), drones, new sensors, scanners and remotely controlled demining machines.

- Promote international collaboration and public-private partnership to accelerate co-creation, research, development, and deployment of scalable solutions in innovations and technology, noting the global technology needs and gaps identified at UMAC2025.

- Explore the way how digitalization can transform mine action, which should be conducted in line with International Mine Action Standards (IMAS) and respective national standards to improve the safety, speed, quality and cost-effectiveness of mine action management and operations.

- Recognize Ukraine's recent and diverse experience in integrating innovative approaches within mine action programmes and promote its contribution to the review and improvements of global implementation of IMAS.

- Welcome initiatives of these innovative technologies to be demonstrated, field-tested, improved and jointly developed in Ukraine for the purposes of the global mine action sector and readiness of Ukraine to share experience in innovations and technologies with the international community, including with other mine-affected countries.

- Enhance efforts to develop evidenced-based and data-driven prioritization and tasking systems utilizing big data analytics and AI-powered tools to enable the most efficient and strategic allocation of resources.

- Encourage efforts for localization of machinery and other technologies production in Ukraine.

3. Nexus

- Recognize the concept of "nexus" in this context as a "gateway to reconstruction", understanding its significance of integrating humanitarian mine action into a broader recovery and development framework, notably agriculture as one of Ukraine's foundational industries.

- Mobilize diverse funding sources, including innovative finance mechanisms such as front-loading mechanism and an impact investment scheme, to support integrated and sustained mine action efforts.

- Promote long-term and flexible funding that integrates development programming with national and local authorities, noting direct collaboration under the nexus approach to strengthen national ownership.

- Acknowledge mine action as the zero stage of recovery, and further facilitate a smooth transition from mine clearance as much and early as possible to reconstruction and development, ensuring that the maximum long-term benefits are brought across the country.

- Promote the development of a transparent and sustainable humanitarian demining ecosystem, noting the capacity of the international NGOs and supporting the growth and capacity of national mine action actors.

- Assess environmental risks caused from munitions and explosives and to take required measures to reduce such risks.

- Encourage private sector engagement, cross-sectoral coordination and public-private partnership in post-clearance recovery efforts and accelerate land release to support livelihood restoration, contributing to global food security and sustainable development.

Moving Forward

We recognize that business stakeholders are driving Ukraine's demining sector forward while expanding opportunities for both domestic and foreign companies to enter the market, and welcome the attendance of numerous and various representatives surrounding the arena at UMAC2025.

We also recognize the importance of innovative financial mechanisms to secure sustainable funding for humanitarian mine action and invite both international financial institutions and private capital for accelerating the recovery projects.

We express our sincere appreciation to the Government of Japan for hosting this conference and for its continued leadership and contributions to global humanitarian mine action. We look forward to UMAC2026 to be hosted by the EU. We urge all partners—governments, international organizations, private sector actors, and civil society—to collaborate in a spirit of solidarity and innovation to accelerate progress toward the recovery and reconstruction of Ukraine and other mine-affected countries.
