1. The Government of the People's Republic of Bangladesh and the Government of Japan (hereinafter referred to as "the two sides"), desirous of further strengthening the friendly relations and of developing the cooperation between the two countries in the fields of education, culture, sports and journalism, and in accordance with the Cultural Agreement signed in Dhaka on February 10, 1982, will create favourable conditions for the development of long-term cooperation in the field of culture.

I. Educational and Academic Exchanges

2. The two sides intend to exchange data, documents, periodicals and publications in the field of education.

3. The two sides will encourage cooperation between universities and institutions of higher education of the two countries, such as joint research and seminars and exchange of information and publications.

4. The two sides will encourage exchange of professors, teachers, students and technicians of the two countries to make them acquainted with higher institutions of learning and research activities and to deliver lectures.

5. The two sides will encourage the learning of each other's language, literature, history, etc.

6. The two sides will endeavour to offer scholarships for undergraduate and postgraduate studies.

7. The two sides intend to extend mutual cooperation in the field of technical and vocational education and information technology.

II. Cultural and Artistic Exchanges

8. The two sides will encourage exhibitions of paintings, handicrafts, books, and photographs etc. in each other's country.

9. The two sides will encourage visits of cultural experts for the purpose of exchanging experience in their fields of specialisation.

10. The two sides intend to inform each other of national and international cultural and artistic programmes and will encourage visit of artists and writers.

11. The two sides will encourage cooperation between cultural institutions of the two countries.

12. The two sides will encourage exchange of cultural troupes.

13. The two sides will encourage translations of literary works in each other's language.

III. Youth, Sports and Tourism

14. The two sides will encourage each other's participation in international youth events to be held in their respective countries.

15. The two sides intend to also promote mutual cooperation and understanding in the field of youth exchange.

16. The two sides will encourage cooperation between sports teams and sports institutions of the two countries.

17. The two sides will encourage cooperation in the field of tourism.

IV. Press, Radio, Television and Communication

18. The two sides will encourage their respective TV and radio organisations to exchange broadcasting programmes.

19. The two sides will encourage cooperation between broadcasting organisations and communication agencies of the two countries.

20. The two sides intend to inform each other of mutual and international cultural and artistic programmes and will encourage mutual visits of artists, journalists, intellectuals, public information officials and creators.

V. General Provisions

21. This programme will be carried out in accordance with domestic laws and regulations of the two sides.

22. This programme will not exclude any other activities and visits.

23. Where appropriate, necessary arrangements regarding the cultural activities and exchanges referred to in this programme will be discussed through diplomatic channels.
