[Title] EXCHANGE OF NOTES BETWEEN THE GOVERNMENT OF THE REPUBLIC CHINA AND THE GOVERNMENT OF JAPAN AMENDING THE PROVISIONAL AIR TRANSPORT AGREEMENT
I. Note from Mr. Hisanaga Shimadzu, Japanese Ambassador to China, to Mr. Wei Tao-ming, Chinese Minister of Foreign Affairs.
Taipei, April 23, 1969
Excellency,
I have the honour to refer to the discussions held in Taipei from March 11 to March 22, 1969 between the delegations of Japan and of the Republic of China concerning the revision and implementation of the Provisional Air Transport Arrangements between Japan and the Republic of China of March 15, 1955 as revised on May 18, 1960 and June 18, 1960 and March 30, 1966 (hereinafter referred to as "the arrangements").
Pursuant to an agreement reached at the said discussions, I now have the honour to propose, on behalf of the Government of Japan, that the following amendments be made to the arrangements:
(1) Air routes specified in paragraph 1. are revised to read:
"1. (a) between Tokyo and Taipei via Nagoya, Osaka, Fukuoka and Okinawa;
(b) between Osaka and Taipei via Fukuoka and Okinawa;
(c) between Tokyo and Kaohsiung via Nagoya, Osaka, Fukuoka, Okinawa and Taipei; and
(d) between Osaka and Kaohsiung via Fukuoka, Okinawa and Taipei."
(2) Air routes specified in paragraph 2. are revised to read:
"2. (a) between Taipei and Tokyo via Okinawa, Fukuoka, Osaka and Nagoya;
(b) between Taipei and Osaka via Okinawa and Fukuoka;
(c) between Kaohsiung and Tokyo via Taipei, Okinawa, Fukuoka, Osaka and Nagoya ; and
(d) between Kaohsiung and Osaka via Taipei, Okinawa and Fukuoka."
(3) Air route specified in paragraph 3. (a) is revised to read:
"3. (a) to Hong Kong, Saigon, Phnom Penh, Siem Reap, Bangkok, Kuala Lumpur and Singapore and to such other points beyond as may be agreed upon later, and"
(4) Air routes specified in paragraph 4. (a) are revised to read:
"4. (a) (i) to Pusan, Seoul and to such other points beyond as may be agreed upon later;
(ii) to San Francisco via intermediate points in the North Pacific, and to such other points beyond as may be agreed upon later; and
(iii) to Honolulu and San Francisco or Los Angeles, and to such other points beyond as may be agreed upon later, (only one of these points - San Francisco and Los Angeles - may be served at the option of the Government of the Republic of China.)"
If the foregoing proposal is acceptable to the Government of the Republic of China, I have the honour to suggest that this Note and Your ExcelIendy's reply confirming such atteptance shall be regarded as constituting an agreement between the two Governments on this matter which shall enter into force on the date of Your Excellency's Note in reply.
I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.

I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:
"I have the honour to refer to the discussions held in Taipei from March 11 to March 22, 1969 between the delegations of Japan and of the Republic of China concerning the revision and implemeniation of the Provisional Air Transport Arrangements between Japan and the Republic of China of March 15, 1955 as revised on May 18, 1960, June 18,1960, and March 30, 1966 (hereinafter referred to as "the arrangements").

(b) between Taipei and Osaka via Okinawa and Fukuoka ;
(c) betweeen Kaohsiung and Tokyo via Taipei, .Okinawa, Fukuoka Osaka and Nagoya; and
(d) between Kaohsiung and Osaka via Taipei, Okinawa and Fukuoka.'
"(3) Air route specified in paragraph 3. (a) is revised to read:
'3. (a) to Hong Kong, Saigon, Phonm Penh, Siem Reap, Bangkok, Kuala Lumpur and Singapore and to such other points beyond as may be agreed upon later, and'
"(4) Air routes specified in paragraph 4. (a) are revised to read:
'4. (a) (i) to Pusan, Seoul and to such other points beyond as may be agreed upon later;
(ii) to San Francisco via intermediate points in the North Pacific, and to such other points beyond as may be agreed upon later; and
(iii) to Honolulu and San Francisco or Los Angeles, and to such other points beyond as may be agreed upon later, (only one of these points - San Francisco and Los Angeles - may be served at the option of the Government of the Republic of China.)'
"If the foregoing proposal is acceptable to the Government of the Republic of China, I have the honour to suggest that this Note and Your Excellency's reply confirming such acceptance shall be regarded as constituting an agreement between the two Governments on this matter which shall enter into force on the date of Your Excellency's Note in reply".
I have the honour to inform Your Excellency that the Government of the Republic of China accepts the above proposal of the Government of Japan and to confirm that Your Excellency's Nate and this Note in reply shall constitute an agreement between the two Governments on this matter, which enters into force on today's date.
