Excellency,

I have the honor to refer to the recent discussions between the representatives of the Governments of Japan and the United States of America concerning the extension of the Agreement between the Governments of Japan and the United States of America on Cooperation in Research and Development in Science and Technology, signed at Washington on 1 May 1980, and to Propose on behalf of the Government of Japan that, pursuant to Article IX thereof, the said agreement will be extended until 3O April, 1987.

If the above proposal is acceptable to the United States of America, I have further the honor to suggest that this note and Your Excellency's Note in reply to that effect shall constitute an agreement between the two governments.

I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.
