1. On July 11 (Sat) in Tokyo, H.E. Mr. Hirofumi Nakasone, Minister for Foreign Affairs, and H.E. Mr. James P. Zumwalt, Charge d'Affaires ad interim of the Embassy of the United States of America, exchanged letters pertaining to the provision of funds by the Government of Japan based on the Agreement on relocation of United States Marine Corps (USMC) from Okinawa to Guam.

2. The Government of Japan has been making efforts towards the implementation of the relocation of U.S. Marine Corps from Okinawa to Guam in order to reduce the burden of local communities in Okinawa while maintaining deterrence. On May 19, 2009, the Agreement on the relocation of U.S. Marine Corps from Okinawa to Guam went into effect. Aiming to complete the relocation projects of USMC from Okinawa to Guam by the year 2014 these official letters stipulate such conditions as the provision of 336 million US dollars (approximately 34.6 billion yen) in accordance with the Agreement on relocation of USMC from Okinawa to Guam.

3. The following are the specific project names along with the amount of money to be provided as financial assistance by the Government of Japan for the relocation projects of USMC from Okinawa to Guam during FY2009.

On-base infrastructure development projects in the Finegayan area (initial phase) 124.8 million US dollars

On-base infrastructure development projects in the northern area of Andersen Air Force Base 27 million US dollars

On-base infrastructure development projects in the Apra area 169.1 million US dollars

Design operations (for a fire station and Bachelor Enlisted Quarters in the Finegayan area as well as a military Command office building for port operations and a clinic in the Apra area) 15.1 million US dollars

Total 336 million US dollars

4. The Government of Japan will continue to realize the Realignment including the relocation of USMC from Okinawa to Guam based on "United States-Japan Roadmap for Realignment Implementation" in May 2006. This will contribute to reducing the burden of local communities including Okinawa, and the Government of Japan intends to closely coordinate with relevant communities to achieve the Realignment.

Article 1-2: The amount of Japanese cash contributions to be budgeted in each Japanese fiscal year shall be determined by the Government of Japan through consultation between the two Governments and reflected in further arrangements that the two Governments shall conclude in each Japanese fiscal year (hereinafter referred to as "the further arrangements").

Article 7-1 (a): Specific projects to be funded in each Japanese fiscal year shall be agreed upon between the two Governments and reflected in the further arrangements.
