The unprecedented terrorist attacks committed on September 11, 2001 in the US that resulted in the deaths of thousands of innocent people, cause us the deepest indignation and resentment. We regard these barbaric acts as a challenge to the foundations of human civilization, social stability and security of states, fundamental human rights, including the right to life.

We grieve together with the American people and extend our deepest and sincere condolences to the victims, families and friends of those killed in that tragedy.

International terrorism has become a serious threat to all humanity. The tragic events in the US have shown that it observes no national or moral limits. This evil can be destroyed only through the combined efforts of all states.

The member states of the Shanghai Cooperation Organization are actively working in this area. Countering terrorism, extremism and separatism is one of the most important tasks of our organization. Within its framework, the Shanghai Convention on Combating Terrorism, Separatism and Extremism has been adopted and steps are being taken to accelerate the establishment of a regional anti-terrorist structure.

In close cooperation with all states and international organizations, we are ready to take effective measures as part of the uncompromised struggle to eradicate the global threat of terrorism.
