DECLARATION OF AMITY AND COMMERCE BETWEEN JAPAN AND SIAM.

Signed at Tokio, in English, September 26, 1887 (20th year of Meiji).
Ratified January 20, 1888 (21st year of Meiji).
Ratifications exchanged at Tokio, January 23, 1888.
Promulgated January 28, 1888.

His Majesty the Emperor of Japan
on the one part, and
His Majesty the King of Siam
on the other part,

being desirous to re-establish the friendly relations and the close intimacy which in former days existed between the two Powers, and for the purpose of arriving at an understanding as to the basis upon which future negotiations may be conducted, have appointed as Their Plenipotentiaries, that is to say :

His Majesty the Emperor of Japan, His Excellency Viscount Jusammi Siuzo Aoki, Vice Minister for Foreign Affairs, 2nd Class of Order of the Rising Sun, 1st Class of Royal Prussian Order of the Red Eagle, 1st Class of Royal Prussian Order of the Crown, Grand Cross of Royal Dutch Order of the Lion &c., &c., &c.

His Majesty the King of Siam, His Royal Highness Prince Devawongse Varoprakar, Minister for Foreign Affairs, Knight of the Most Sacred and Ancient Order of the Nine Gems, Knight of the Most Illustrious Order of the House of Chakrkri, Grand Cross of the Most Noble Order of Chula Chom Klao, Grand Cross of the Most Exalted Order of the White Elephant, Grand Cross of the Most Honorable Order of the Crown of Siam.

Who, after having communicated to each other their respective full powers and found them to be in due and proper form, have agreed upon the following declaration:


Declaration.

From the day of ratification of this declaration, there shall be perpetual peace and friendship between the High Contracting Powers and their respective subjects.

The Contracting Powers recognize reciprocally the right of appointing Diplomatic Representatives at their respective Courts and Consuls-General, Consuls or Consular Agents at the ports and towns of their respective States, where said Agents of most favored nations are permitted to reside.

The High Contracting Parties further engage themselves to endeavor to facilitate and encourage as far as possible the Commerce and Navigation between their subjects, and their respective dominions.

When in the meanwhile, before the complete Convention is entered into, the subjects of one of the High Contracting Powers should come into the dominions of the other in so far as they are opened to the subjects of most favored nations, either for commercial or for other lawful purpose, they shall enjoy full security of person and property, and shall in all respects be treated in fair and equitable manner.

The further details concerning these matters shall be left to be regulated by future agreement between the two Powers.

The present declaration shall be ratified and the ratifications exchanged at Tokio as soon as possible and at the latest within four month from the date of signature.

In witness whereof the respective Plenipotentiaries have signed the same and affixed thereto their respective seals.

Done at Tokio this 26th day of the 9th month of the 20th year of Meiji or the 9th waxing moon of the month Asayuamās of the year Kun 9th decade 1249 of the Siamese Astronomical Era corresponding to 26th September 1887 year of Christ.
