1. Introduction

I am Sanae Takaichi, Prime Minister of Japan.

First, I would like to express my respect for Prime Minister Modi’s initiative in convening this AI Impact Summit.

2. To co-create a "safe, secure, and trustworthy AI" ecosystem

The goal of this summit is to harness the transformative impact of AI for inclusive growth and the protection of our planet in a way that benefits all of humanity. Japan fully supports this vision.

In order to promote AI innovation and leverage it as a driving force for economic and social development, it is essential to establish a "safe, secure, and trustworthy AI" ecosystem. It is important that we share an interoperable ecosystem that minimizes the risks posed by AI, including those related to information security. The key to this is "trustworthiness."

Under this guiding principle, Japan took the initiative to launch the "Hiroshima AI Process" and has taken the lead in international discussions, including the development of the first international norms for generative AI.

Today, 60 countries and region including the Global South have endorsed this principle, as the "Friends Group," and are working to achieve "trustworthy AI."

Leading global companies at the forefront of AI innovation are also partners in this process. On this occasion, I am pleased to announce that a leading AI company from India has joined this circle of partners.

Next month, Japan will hold a ministerial-level meeting of the Hiroshima AI Process "Friends Group" in Tokyo. I look forward to engaging in fruitful discussions and building on the outcomes of this summit.

Creating a "safe, secure, and trustworthy AI" ecosystem requires us to share principles and knowledge, and to co- create this ecosystem through international cooperation based on trust.

It is in this context that Japan is co-creating AI ecosystems with the Global South, including India, ASEAN countries, Africa, and Central Asia.

Japan is working to foster AI ecosystems tailored to the realities of each country and region. Our efforts focus on the development of trustworthy AI that reflects the languages and cultures of each country, cultivation of AI talent, promotion of joint research, co-creation of AI solutions to address social challenges faced by each country, and ensuring the safety of AI.

3. Conclusion

AI is the pillar of my Japan Growth Strategy. Japan will vigorously promote public and private investment to create a "trustworthy AI" that reflects our value of trustworthiness. Let’s work together to create this "trustworthy AI."

In closing, let me take this occasion to state our intention to host the AI Summit in Japan at the earliest opportunity. I ask for your understanding and support.
