The recent political instability in Cambodia threatens to set back peace as well as the democratization process which Cambodian people established under the auspices of the UN in 1993. We, the Leaders of the Eight, strongly appeal to all Cambodian leaders to bring about political stability, civil order, and economic reconstruction through the enhancement of democratic principles and good governance and to demonstrate their commitment to holding a free and fair election by setting a specific date.

We welcome the Japanese Prime Minister's initiative, supported by the French President, to dispatch special envoys to Cambodia to communicate their sense of deep concern that we all share to the leaders of Cambodia. Japan and France will inform us of the outcome of their mission.
